The Environmental Protection Agency (EPA) Brownfields Program announced a pilot grant program, Multi-Purpose Grant, in 2011. The Pilot Multi-Purpose Grant incorporated environmental assessment and cleanup funds into one grant with the requirement that the government entity apply for a specific site that passed CERCLA liability, and was owned by the applying government entity. Some properties owned by the City did not pass CERCLA liability and were denied consideration. The City’s final application was for 203/205 West Broad Street. The City was awarded $400,000.00 in 2012 to conduct environmental assessment and cleanup of 203/205 West Broad to improve environmental health conditions in our community as well as build interest for redevelopment.
