Program Overview
- What is CDBG?
The Community Development Block Grant (CDBG) program is a federally funded program though the U.S. Department of Housing and Urban Development (HUD). The primary purpose of the Community Development Block Grant (CDBG) program is the development of viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities, principally for persons of very low- and low-income.
The city of Texarkana plans to use CDBG funds for the following projects for PY2020 (Oct 1, 2020 - Sept 30, 2021) as approved in 2020 Annual Action Plan / 2018-2022 Consolidated Plan: - Homebuyers Down Payment Assistance : Down payment & closing cost assistance
- Public Services : Youth programs, life skills, job training, coordinated services for homeless
- Public Improvements & Infrastructure : Community Gardens in Rose Hill & Beverly neighborhoods
- Section 108 loan repayment
- Program Administration

Community Development Block Grant Coronavirus Aid, Relief & Economic Securities Act (Cares Act) Funding (CDBG-CV) program is a federally funded
program though the U.S. Department of Housing and Urban Development
(HUD). The Community Development Block Grant
Cares Act (CDBG-CV) provides funding to prevent, prepare for & respond t0 coronavirus (Covid-19).
The city of Texarkana plans to use CDBG-CV funds for the
following projects for PY2019 (Oct 1, 2019 - Sept 30, 2020) as approved
in 2019 Amended CDBG Annual Action Plan / 2018-2022 Consolidated Plan:
- Public Services : Food, supplies, PPE, homeless shelter assistance, quarantine assistance, testing
- Program Administration
